Recruitment of Member, Child Welfare Committee in West Bengal

Applications are invited from eligible candidates for serving as Member of Child Welfare Committees, constituted under Juvenile Justice (Care & Protection of Children) Act, 2015 and as amended in 2021 and Juvenile Justice (Care and Protection of Children) Model Rules 2016 along with Juvenile Justice (Care and Protection of Children) amended Model Rules 2022 in the following district of the state of West Bengal.

Those who satisfy all eligibility criterion as on date of publication of notification will be allowed to participate in the interview.
It may be noted that this notification is in partial cancellation of the selection process for Member, CWC published vide notification 643/CRT dated 20-05-2025 for the districts stated as follows & Notification vide memo no 1169 dated 05-06-2024 for Sundarban region

Important Information

1. Name of the position: Member, Child Welfare Committee,
2. No. of Vacancies: As stated above.
3. Allowances: The Chairperson of the Committee shall be paid such sitting allowance, travel allowance and any other allowance as the state Govt. may prescribe but not less than Rs 2000/- per sitting.
4. Age (as on the date of publication of notification): Shall be above age of 35 years and not more than 65 years of age.
5. Essential qualification: The Chairperson shall have a degree in child psychology or psychiatry or law or social work or sociology or human health or education or human development or special education for differently abled children and has been actively involved in health, education or welfare activities pertaining to children for seven years or is a practicing professional with a degree in child psychology or psychiatry or law or social work or sociology or human health or education or human development or special education for differently abled children.
6. Other Conditions: The person applying for the post of Chairperson of the Committee shall submit an affidavit as per form 49 (as attached in annexure I), certifying that the applicant is not barred by any of the conditions laid down in sub section 4(A) of section 27 of the Act (as mentioned below). The appropriate government authority shall then verify the same as per norms.
   1. A person associated with an organisation receiving foreign contribution shall not be eligible to be a Chairperson or member of the Committee.
   2. Any person working in the implementation of the Act in any Non Government Organisation or any organisation, performing such functions which may cause conflict of interest in discharge of their duties as the Chairperson or member of the Committee shall not be eligible for appointment as the Chairperson and member of the Committee.
   3. The Committee shall consist of a Chairperson and four other members, of whom at least one shall be a woman and another, an expert on the matters concerning children.
7. A member selected by the Selection Committee should not:
   1. Be holding such full-time occupation that may not allow the person to give necessary time and attention to the work of the Board or the Committee.
   2. Be associated with any Child Care Institution, directly or indirectly, during his tenure as a member of the Board or Committee or have any other conflict of interest.
   3. Hold an any office in any political party during his/her tenure, or
   4. Be insolvent.
8. A member of the Committee shall be eligible for appointment of maximum of two terms, which shall not be continuous, provided that, nothing contained in the sub-rule (4) of Rule 15 of Juvenile Justice Model Rules 2016 shall be a bar in case of a member being appointed as Chairperson.
9. All the qualification and experience must be completed on or before the date of publication of notification.
   Scope of work: The Committee shall sit on all working days for a minimum of six hours commensurate with the working of a Magistrate Court.

   Last Date for submission of application: The portal will be closed at 5 PM of 24-12-2025. The decision of the Selection Committee regarding all matters relating to the selection process shall be final.
